RerunLab now turns API responses into events.

The previous webhook integration-test-lab prototype has been retired. Its test suites, local runner commands and capture URLs are not the new polling product.

New watches use the /v1 API. Old API requests receive an explicit retirement response; they are never reinterpreted as polling commands.
